Effective Date: October 1, 2026 Version 4.0 (Bureau Operating Regulations)
Executive Summary for Landlords, Agents & Tenants

ScoreTenant is an enterprise rental reputation and scoring bureau platform. Landlords and letting agencies warrant that all property audit scores, rent logs, and damages submitted are true, objective, and supported by documentary evidence. Retaliatory or false ratings carry immediate platform termination and legal indemnity obligations. Tenants are entitled to full transparency, bilateral landlord reviews, and a 14-day binding dispute resolution process.

Clause 1

1. Acceptance of Terms & Master Agreement

These Terms of Service ("Agreement") constitute a legally binding agreement between you (whether an individual tenant, private landlord, letting agency representative, or corporate subscriber) and ScoreTenant Limited ("ScoreTenant", "we", "us", or "our").

By registering an account, accessing our portal, submitting an inspection report, ordering a tenant score, or using any associated API, you agree that you have read, understood, and accept this Agreement and our Privacy Policy & CRAIN. If you are entering into this Agreement on behalf of a letting agency or corporate entity, you represent and warrant that you hold express authority to bind that entity.

Clause 2

"Objective Audit"
A photographic, time-stamped inspection or check-in/out inventory conducted according to the standard ScoreTenant 20-point objective property condition rubric.

Clause 3

3. Eligibility, Verification & Account Security

To register and maintain an account on ScoreTenant:

  • You must be at least 18 years of age and legally competent to enter into contracts under UK Law;
  • Letting agents must provide verifiable Companies House and Property Redress Scheme (PRS or TPO) credentials;
  • You must maintain the absolute confidentiality of your login credentials and immediately notify ScoreTenant at security@scoretenant.com of any unauthorised access.

Clause 4

4. Bureau Reporting Standards & Data Accuracy

ScoreTenant operates under stringent Credit Reference Agency standards modeled on Experian and Equifax data integrity rules:

The 4 Principles of Objective Reporting:
  1. Verifiable Evidence: Negative scores or property damage reports cannot be lodged based on hearsay. They must be supported by date-stamped photographic evidence, professional inventory reports, or itemised contractor invoices.
  2. Prohibition of Retaliatory Reviews: Lodging a negative review in retaliation for a tenant exercising legal rights (such as reporting damp, requesting boiler repairs, or filing a local authority health inspection) is strictly illegal and triggers immediate account revocation.
  3. Fair Wear and Tear Exclusion: Natural degradation caused by everyday living as defined under the UK Housing Act 1988 shall not constitute property misuse or penalise a tenant's score.
  4. Timely Updates: Reporting Members must report resolved arrears and concluded disputes within 48 hours of rectification.

Clause 5

5. Landlord & Letting Agency Warranties & Indemnification

Each landlord and letting agency expressly warrants and covenants to ScoreTenant that:

  • All information submitted regarding rental payment history, property condition, and notices served is accurate, objective, and truthful;
  • They possess all lawful rights and landlord permissions required to submit the tenant's data to the ScoreTenant bureau;
  • Indemnity Obligation: The Reporting Member agrees to defend, indemnify, and hold harmless ScoreTenant Limited, its officers, and directors against any claims, damages, liabilities, fines, or legal expenses arising out of any false, defamatory, or retaliatory reporting submitted by the Reporting Member.

Clause 6

6. Tenant Rights, Bilateral Ratings & Dispute SLA

ScoreTenant is built upon complete fairness and reciprocity:

Reciprocal Landlord Ratings

Tenants hold the unalienable right to rate and review their landlord and letting agency on repair responsiveness, deposit return compliance, and tenancy professionalism.

Binding 14-Day Dispute Resolution

Contested ratings trigger an automated freeze. Landlords have 14 days to furnish proof. Failing verifiable evidence, the contested item is struck from the tenant's record.

Clause 7

7. Tenant Trust Score Methodology & Regulatory Disclaimer

ScoreTenant provides opinion-based objective scoring indicators derived from algorithmic synthesis of historical performance. ScoreTenant does not make the final tenancy decision. Landlords and letting agencies remain solely responsible for exercising independent judgment and ensuring compliance with the UK Equality Act 2010, the Tenant Fees Act 2019, and the Renters (Reform) Bill guidelines.

Clause 8

8. Subscriptions, Fees & Payment Terms

Certain services (such as bulk agency screening, institutional API access, and accelerated reference certification) are subject to commercial subscription fees. All prices are quoted in GBP and exclude VAT unless expressly noted. Subscriptions renew automatically unless cancelled at least 30 days prior to the billing cycle.

Clause 9

9. Intellectual Property & Database Rights

All algorithms, scoring weights, database structures, UI components, trademark assets, and software engines are the exclusive intellectual property of ScoreTenant Limited, protected under the UK Copyright, Designs and Patents Act 1988 and the Copyright and Rights in Databases Regulations 1997. Automated scraping, reverse engineering, or unauthorised extraction of tenant bureau records is strictly prohibited.

Clause 10

10. Limitation of Liability

To the maximum extent permitted by applicable law, ScoreTenant shall not be liable for any indirect, incidental, special, punitive, or consequential damages, including loss of profits, loss of rental income, or property damage. ScoreTenant's total aggregate liability arising under or relating to this Agreement shall be limited to the total subscription fees paid by you to ScoreTenant in the twelve (12) months preceding the incident.

Clause 11

11. Suspension & Termination

ScoreTenant reserves the right to immediately suspend or terminate access to any member who:

  • Falsifies landlord credentials or fabricates property inspection damage;
  • Engages in unlawful discrimination under the UK Equality Act 2010;
  • Attempts to bypass authentication, probe security vulnerabilities, or inject malicious payloads.

Clause 12

12. Governing Law & Dispute Jurisdiction

This Agreement, its subject matter, and its formation (and any non-contractual disputes or claims) shall be governed by and construed in accordance with the laws of England and Wales. The courts of England and Wales shall have exclusive jurisdiction to settle any dispute or claim arising out of or in connection with this Agreement.
